Hexblade warlocks need two issues that the scourge aasimar supplies, a giant bonus to Charisma and more damage. Scourge aasimar need to have the ability to get better hit points reliably, which hexblade’s curse gives, assuming you can take down your cursed foes. It is a match made in heaven, or at least heaven adjoining.

When building a Sorlock, your beginning class doesn’t matter vastly, but Sorcerer makes probably the most sense for its proficiency in Structure saving throws. Cha needs to be your primary skill rating for max damage, followed by Con. Alternative of subclasses has little effect on the build’s multiclass focus, but Hexblade Warlocks provide much versatility that may be exploited by the Sorcerer’s side of issues. As typical, Half-Elf or Tiefling 5e are obvious race choices for their natural potential rating bonuses.
