What it does: The Marquee tool is a selection tool that you can use to make a selection. To create a selection you first make a selection of the element you wish to change, and then create another selection that surrounds the whole thing. Now, you can use the Selection tool to move and resize the selection, and then use the Hand tool to move the selection around.
