igos are international organisations that have been formed by states. the international criminal court was formed through the efforts of a group of countries in 1999. the court was formed in order to prosecute persons accused of crimes against peace, genocide, and war crimes. the court is an autonomous institution that provides the legal framework for the prosecution and punishment of individuals accused of crimes against peace, genocide, and war crimes. as an international court, the icc was set up to prosecute those individuals found guilty of the aforementioned crimes. in 2009, the icc had been established and it has 124 member states. in 2010, the icc had its first major case, against sudanese leader, omar al- bashir for war crimes and crimes against humanity. the icc is a very important institution and serves as a means of holding accountable those individuals found guilty of the aforementioned crimes.

an international organisation is also used as an arena when a country engages with its members (archer 2001 :69). however, the context is very different from that of the instrument. instead of a member trying to enforce its interests on other members, the organisation is used to create a forum within which other members can address a common problem. an example in which the un is used as an arena is the implementation of the sanctions regime. here, the un security council uses the tools provided by its charter to put pressure on a country to change its behaviour. the un is thus a space for international actors to address the issue of a countrys behaviour and provide a potential solution, which is the only viable option for the country concerned (archer 2001 :69).

during the 1960s, the bpi was the most important nsas’ delegation to unesco (karns & mignon 2000 :3). during this period, the organisation received more than 14 million visitors, that is more than 20% of the total un visits in the period. unesco’s work on the cultural and natural heritage of various countries attracted nsas from all over the world. the bpi was also responsible for the organisation’s cultural and natural heritage programme. the bpi functioned as a kind of business centre, as well as an information centre for nsas. the bpi was in charge of developing information materials, in particular, newsletters and brochures, to be disseminated among nsas. furthermore, the organisation was in charge of developing policies on the uns cultural and natural heritage programme, and was also responsible for its implementation. the bpi was also in charge of the cultural and natural heritage archives.
during the 1960s, the bpi and unesco were not yet fully integrated. the bpi was not formally included in unesco s activities, and its activities were not formally included in the unesco programmes. moreover, the organisation had a separate staff, which was responsible for its own activities (karns & mignon 2000 :3). during the 1960s, the bpi did not have any specific organisational structure. it consisted of nine unesco employees, who worked in various unesco offices, and who were responsible for the dissemination of information, and who were also in charge of the organisation’s information policies. the bpi was also not directly managed by unesco, but by its director, who was appointed by unesco s director-general.
