Many organizations, universities, and companies historically used SSNs to uniquely establish their customer or scholar populations. The Household Instructional Rights and Privacy Act of 1974, additionally known as the Buckley Modification, required modifications that eliminated the use of the SSN as an identifier for a scholar. Educational institutions now request the SSN at first contact as required by other federal legal guidelines and assign their own distinctive quantity to each individual to take care of the individual’s privacy as required. Different laws require the SSN be associated with curiosity-bearing accounts, curiosity-paying loans, most public assistance packages, and state-issued identification, e.g. driver’s licenses. To reduce the incidence of id theft, several states have handed laws that require establishments using the SSN to assign their own identifier numbers to individuals, and prohibit them from using the SSN as a primary key.
