HttpContext.Current.Cache.InsertNotBefore is not always working

I am using.NET 4.5. and using asp.net mvc 4.5.2.
In one of my controller action method I am caching certain data.
//This is the method I call to Insert the data
Cache.InsertNotBefore(key, _cacheValue);

The problem is that the data is getting cached and I can refresh the browser and see the data, but asp.net is calling the controller method soon for the same request as soon as I get a new request. So I can only see the data after the second call.
I am using Output Caching and I also set up
Jquery.unobstrusive-ajax.min.js from CDN
I did this after the Page_Load
base.Cache.Clear();
base.Cache.InsertNotAfter(tempKey, content);

but as now I am getting the following error.
Cache error
UnobstrusiveAjaxErrorMessage

And the same problem persists even when I change to
Cache.Insert(key, content);

I need to cache data in 5 minutes, so I will be calling the controller frequently.
What is wrong here?

A:

Treat cache as a source of data, not just a replacement of data. If you want to have something cached until the predetermined time you need to use another kind of caching mechanism like database. You can also instantiate cache from inside controller action, then you can either extend cache duration using Id and pass cache ID or expiration value into cache, like:
